- An enterprise or Company operating on the territory of Mongolia
- Private ownership of 51% or more
- The number of employees must be up to 200 in the industrial sector and up to 50 in the service sector
- Annual sales revenue up to 2.5 billion MNT
- Debt ratio should be more than 1.3
- Return on investment should be more than 13%
- No overdue loan balance
- Funding 20% or more of the project's total financing with own funds
- Have an environmental impact assessment and have no negative impact on the environment
- Must have written a project
- Must have been defined as an SME owner
- Meeting other requirements set by TDB
